USEPA Ground Water Rule

As of December 1, 2009 the new USEPA Ground Water Rule is in effect.  This new rule has significant microbiological testing requirements for all Public Water Systems (PWS) that get water from their own wells or purchase water from a PWS whose original sources are wells (Ground Water Systems - GWS).   Compliance is complex due to differences in treatment and water sources.

If a routine water sample is positive for total coliform, a source water sample MUST be taken from the source well(s), prior to any treatment and tested for E. coli.  An exception to source water sampling may be if the GWS is conducting 4-log virus treatment compliance monitoring. Repeat sampling MUST conform to the Total Coliform Rule.  Sampling MUST be performed within 24 hours of notification.  Only the NJDEP can provide a sampling time extension.

If the source well sample is positive for E. coli then 5 additional samples MUST be taken within 24 hours and additional notifications MUST be made within 24 hours.  The NJDEP may require treatment.  If the GWS is a Community Water System (CWS) then the CWS and the NJDEP must be notified within 24 hours. If the GWS is a Transient Non-Community Water System (TNC) or a Non-Transient Non-Community Water System (NTNC) then the GWS and the County Environmental Health Act (CEHA) Agency (County, Regional or Local Health Department) MUST be notified within 24 hours. 

This sampling and notification MUST be done within 24 hours INCLUDING weekends and holidays. GWS and CEHA Agencies must make arrangements for notifications on weekends and holidays.
